Failover or Continuity Plan

Hi,

I was told by my boss to create a Backup Recovery Plan or let say a continuity plan. I don't know the exact term of this but this is the scenario.

Currently Using Microsoft Exchange Server 2007 and We are planning to build another exchange or mailbox servers which is 3 or 4 km (diff building) away from our main data center. The main function of this new server is to just be a temporary server if our main data center is down (lost power or no internet). When our main data center is up, we will just switch off the connection from our temporary data center.

  • Do I need to build the same server what we had in our main data center?
  • do I need to copy the whole database from main?
  • Is there any program that i need for this, etc.?
  • What server roles should I create on new servers?

I just need more information or any suggestions before giving a proposal for my boss.

All help and suggestions is greatly appreciated.
