RPC Proxy can't be pinged. 401 UnAuthorized

I am running Server 2012 R2 and Exchange 2013.  OWA works inside and outside.  OA is not working when I run the outlook connectivity test it fails with RPC Proxy can't be pinged. 401 UnAuthorized.  If I perform a RPCPing on the server I get the same message.

rpcping -t ncacn_http -s localhost -o RpcProxy={domain}-P "user,domain,pass" -I "user,domain,pass" -H 2 -u 10 -a connect -F 3 -v 3 -E -R none
