Microsoft Exchange Shell can't connect to the server.

So first off thanks for any help that you can offer. 

So I am working on a new server setup. After the basic setup that was required to get the domain setup and setup some profiles I proceeded to download and install Exchange 2010 onto the server. Because this was my first install I managed to get most of the prerequisites before the install, although depending on the site I used to find the prerequisites I may have missed a few. I was able to get into the console after that, but no data was view able, and I couldn't setup the exchange server. ( I kept getting a MMC snapin failure)This lead to me deleting Server 2010 and moving to server 2013. 

I listed all of that in case it became relevant. I fulfilled all of the Microsoft stated Prerequisites from the 2013 setup guidelines ( I can provide a link later if that would be helpful) after the install which had little to no problem, I attempted to get into the Exchange Management Shell, ( I had become more familiar with that when deleting Server 2010). Instead of connecting it simply kept running and running until Red lettering showed up. 

The lettering says : Verbose: Connecting to <Servername> (this is yellow the rest is red)

New-PSSession: [<servername>] Connecting to remote server <servername> failed with the following error message :WinRM cannot complete the operation. Verify that the specified computer name is valid, that the computer is accessible over the network, and that a firewall exception for the WinRm service is enabled and allows access from this computer. By default, the WinRM firewall exception for public profiles limits access to remote computers within the same local subnet. For more information, see the about_Remote_Troubleshooting Help topic.

It then tries to connect to the server again for a few times until it asks me to reenter the server name to try one last time. Afterwards if just gives up and gives me a normal Powershell prompt. I have triedWinRm qc and it says "WinRM service is already running on this machine. WinRm is already set up for remote management on this computer. 

At this point I have no idea what to do from here. I tried looking online and nothing showed up, I called Dell ( the server manufacturer) and they suggested upgrading to CU7 ( I was already on CU6) which I did, and this didn't fix the problem. He said it might be related to the kerbauth failing but was unable to give me more information than that. Hopefully someone can help me fix it, and if not can give me some steps for a re-install to make sure it actually works.
