Displaying recipient photos in Outlook

Hello,

Our HR department would like to have all employees' photographs available in Outlook. When creating an email message, at the bottom of the email message window there is a list of recipients where their photos can be shown. How do I upload the photos? Does it need to be uploaded to the GAL? I use Exchange 2010/Outlook2010.
