User cannot open Outlook post migration of mailbox from Exchange 2010 to 2013

I am experiencing an odd issue, we are running in coexistence mode at the moment with Exchange 2010 and 2013. We are in the process of moving user mailboxes from 2010 to 2013. Strangely some users move across fine without any issues and are then able to open outlook and continue working. However other users cannot open Outlook. I have also tried opening OWA post the move to 2013 for the affected user but get the attached error. The move completes successfully, for the moment I am moving the affected users back to 2010 so they can continue working. I have read other articles referring to ensuring that the inheritable exchange permissions are enabled for the user. This checked all permissions for users are identical. Anyone seen anything similar before?
