Co-Existence Exchange 2013, 2010, 2007- Public folders- 2013 users can't connect to legacy Public folders

User mailbox on Exchange 2013.

Public folders setup on Exchange 2013, 2010 and 2007.  I have migrated (I think) Public folders to Exchange 2010 from 2007.

User gets error that can not access the public folders and shows the CN for the Exchange 2007 server.

get-offlineaddressbook shows Publicfolderdatabase as the Exchange 2010 server public folders.

I did a repair on the Outlook(2013) client.

Still no access.

In EAC\Servers\virtual directories it shows Name= Public (default web site)  Server=Exchagne2007server.

I can't find what I am missing.... I can't migrate everyone to Exchange2013 so the PF's need to stay on the Exch2010.  I'd like to get rid of the Exch2007.

Ideas?
