OAB not working after Exchange 2007 to 2013 migration

I have moved all mailboxes from Exchange 2007 to Exchange 2013 and now am unable to download the Offline Address Book. Trying to download the OAB in Outlook results in the error:0x8004010F: 'The operation failed. An object cannot be found.'

Checked the autodiscover.xml file and it is missing the entry for OAB. 

I then followed the steps outlined here Exchange 2013 – Issue when downloading OAB as WebDistributionEnabled was set to False for my Exchange 2013 OAB. I've waited a few hours and still no OAB entry in autodiscover.xml. 

Ran Test-OutlookWebServices with the following results:

Not sure why Autodiscover is failing as all clients are able to connect up to the new server after the mailbox move. I don't see any errors when running the Autodiscover test on the Microsoft Remote Connectivity Analyzer.
