can't create public folder mailbox in exchange 2013

I have just installed exchange 2013 in a exchange 2010 environment.  I have exported all info and don't care about 2010 public folder data.

I would like to just create a new PF in 2013.

Below is the error I'm getting. 

[PS] C:\Windows\system32>New-Mailbox -PublicFolder -Name PF2013

An existing Public Folder deployment has been detected. To migrate existing Public Folder data, create new Public
Folder mailbox using -HoldForMigration switch.

results showing it's not locked.
